NUTS.  Some people just lose their minds...and should be....well, I won't say...

Hopefully the rescue or shelter will be able to keep some of them together.  What a horrible trauma for them to be left and then taken to a shelter and probably separated...

ARGH.

Get bassets and give bassets to responsible people and MAKE SURE you keep the microchip registration in your name or the rescue name.
