[Dailydrool] Animal control rules

A question for rescuers who have dealt with pounds or animal control 
facilities (as opposed to "shelters"): Have you ever been met with such 
county or city-run facilities having barred you from even looking at the 
animals therein, and in fact, are warned not even to get out of your car 
on the premises?

It didn't use to be that way, but ours is feeling paranoid because of 
past observances by our Humane Society members of abuse and illegal 
practices there. Just wondering if a tax-funded facility that "should 
be" open to public, really can have you arrested for getting out of your 
car. Hard to test so far, as the entry gate is almost never unlocked and 
a big sign warns of a $500 fine for trespassing.
