That's a great idea to tell people that the basset is a seizure-warning dog. We have a friend who had a tiny Pekingese, Flower, who went EVERYWHERE with her, 24/7, since the dog had breathing problems. The owner had a vest made for Flower that said "Rescue Dog" on it, and that allowed her to take the dog even into the local grocery stores. Of course, Flower was always in a carrier, and most people didn't even realize she was in there. But when she got questioned about "Is that a dog in there?", the vest got her in.
