[Dailydrool] Tri State Bassets

Can someone from Tri State tell me if a  person who fosters a dog for Tri State can find out the name of the people who adopted the Basset they were fostering and is it possible for the foster parent to speak with the people who adopted their foster dog.    Thanks.
