It only takes one flea to set up a full-blown allergic response in sensitive
dogs. Two fleas could certainly accomplish a belly rash.
Stop using Frontline and switch to something else. In the meantime see if
your Vet will give her a Capstar to kill the fleas on her right now.
Try Advantix or one of the other products---there have recently been a lot
of complaints that the fleas are becoming resistent to Frontline. (Pet Armor
is exactly the same as Frontline, so don't buy that.) (  I would stay away
from Hartz Mountain products. Please.)
