Hi Molly,
    Dry eye can be very effectively treated with Cyclosporine.  In humans the product is called Restasis. I would encourage your vet to compound it for you in his/her office as it is cheaper this way.  They buy the cyclosporine and then just mix it with olive oil.  The dosing is usually like one drop per eye twice a day and you usually get it in one ounce bottles from the vet for $28 or so.  It works very well and if your vet is used to dealing with chronic ear infections this may not be a problem either.  Fred may need a culture run on the discharge in his ears so that the vet can tailor the right meds for his particular infection.  What Fred is eating may be the reason he has had skin and ear problems as well.  I can recommend some food that may help at a reasonable price especially if you have a CostCo by you--grain free salmon and sweet potato and grain free turkey and sweet potato by Nature's Domain for $32.99 a bag for 35 pounds. 
 Usually grain free diets run $45 to $70- a bag.  I have one basset boy on it and a few of my Newfs.  It works really well.
    I have dealt with both of these issues and I am sure many, many on this list have as well.  Getting old shouldn't be a death sentence and it is wonderful that you are willing to take him on.  You know there should be a veterinary geriatric specialty like there is for humans.  Pets are living much longer now thanks to medical science and maybe they need specialists to just focus on their health issues.
