I am familiar with the test this article speaks of, because our two dogs with vision problems have had it at the eye vet's.
 
In my experience, most regular vets do not have experience in eye problems. You may find that you need to see an eye doctor. Though specialists are more expensive, for eyes I have found them well worth the price. And many, including the one we go to, will give a rescue a reduced price.
