[Dailydrool] Clarification, Please

Is there somewhere on the DD where you have the rules about submissions posted? I just had a post rejected about voting for a basset rescue in a local contest to win money. But I see posts asking for money, asking people to vote for pictures of their bassets in the paper, about Pampered Chef fundraisers?  About different events and fundraisers asking for money. People selling basset stuff for rescue. Does it depend on who is screening the posts or what? I did have one rejected for a Chip in to raise money for an injured basset, and I kind of (and I mean, just kind of) got that. I am really not understanding what is not acceptable and wondering if the rules are posted somewhere.
