You mentioned that he starts itching as soon as he hits the finished  
basement carpet!!  How long has it been down?  Has it been cleaned and  with 
what?  What kind of fiber is it made from?  Is it treated with  Scotch Guard?
 
A lot of carpet contains formaldehyde, which can be an irritant--also  
carpet dyes, cleaners, coating, etc.
Does he react with itching when he goes in through another entrance or does 
 he only go in through the basement?
 
Just food for thought.
