Marlene, Annie could have a thyroid problem. For years my barney had an almost bare tummy.  I never thought much about it. This past december barney had to have some tests run and the vet discovered he had a low thyroid. He has been on thyroid meds since then, and low and behold his tummy is completely covered with hair. You may want to check with your vet. the meds are cheap. good luck with Annie.
