[Dailydrool] Stray dog dilemma

​This is kind of about Bassets since I have three and since this could as
easily be about a Basset as the dog it is really about.
When I worked for the Vet we took in all the strays for several villages.
We kept them sometimes for a couple of months past the date that we were
required to keep them--we had (still have) a separate ward for them. But
eventually, you know, if no one wants them or claims them...one of my jobs
as Kennel Manager was to go through and decide which dogs were staying on
that particular day. So I know, personally know, how this works.

So today a little terrier bitch with a bob tail came sailing through the
neighborhood, no collar, nothing: well fed, semi-friendly. I had her and
was going to put her in a crate in my Van but while I was talking to my
neighbor, Roger, she got away.

Here's my question.
I know in the short run she is safer being turned in than being loose.
I know in the long run, if the owners don't know who to call or where to
look, my turning her in is a one-way trip (odds are. Someone MIGHT adopt
her, it's true, but there is no rescue around here for little brown terrier
bitches.)
So what do I do?
Do I turn her in or hope she finds her way home safely?
Do I assume she HAS a home and hasn't been dumped? (We live in town-- that
would unusual.)
Either decision is fraught with peril for her. What would you do?
