Sounds like allergies. My Frankie does the same thing. I use Zymox conditioning rinse. You don't need to rinse it off. Zymox has excellent products. Oral care, ear care, shampoo and rinse. Frankie's skin was terrible when he came home. With these products, Fromm whitefish and potato he's SO much better. He came home on 11/30/18.Hope your Watson feels better soon.
