Patience.

When Fiona came to me she was terrified of new people. She spent the first
three days behind a chair and didn't poop. On the the third day she pooped
and climbed into bed with me that night.

Whenever we met anyone on the street, she hung back until she felt OK
enough to say hello. Sometimes, she never did, especially when it came to
dark haired men. As time passed she got better, but any time we encountered
people, I told them (nicely) to back off and give her space. Often, people
would say, "But dogs love me". I would reply by telling her sad story and
most people got it. It helped that I had Louie, the world's most social dog
who ran interference for her. That is not a suggestion that you get her a
playmate, just an admission that Fiona and I had help in helping her learn
to trust people.

So, patience. She may never be a social butterfly, but she will know you
love her and, slowly, learn to trust others.
