[Dailydrool] Desperate for a foster home in KS area

There is a basset in Kansas that needs to get into a foster home as of  
yesterday.
His owner has had him chained to a tree his entire life.
A kind person rescued him and found him pitifully thin with a heavy load of 
 heartworm.
The owner signed him over but is now calling daily about him.
He must get moved immediately. 
Can anyone help this poor baby?
He is going to move into a rescue as soon as he completes his  treatment.
The receiving rescue will cover all is medical needs.
